$260/month rents and $40k starter homes?

We’re  investigating setting up a carpool commuter village for Bloomington workers and students, in Greene County (where there is no zoning).

Theoretically this could create huge savings:

$50-$100k (overall) total for 5-10 acres of beautiful land ~30 min from town in Greene county

+$5k (overall) in legal fees for a condo conversion to divide property for separate ownership, so people can get mortgages

+ $1-2k/unit cost for commercial septic

+ prefab houses at $25k/unit for a turnkey well insulated metal prefab 3 bed/1 bath, or $15k for a studio in a 4plex  

+foundation and electrical and sewer connection costs

+transportation: cheap for IU affiliates via the vanpool program

< $40k  starter homes (and correspondingly cheap rentals)?

We’ll spend time and money investigating. BUT FIRST we need to know if we’d be creating something people want.
